Fushimi Inari receives five million visitors a year. Kiyomizu-dera has days when the approach streets are barely passable. The photographs that make people want to come to Kyoto — the thousand torii gates stretching into the forest, the wooden stage cantilevered over the hillside — are taken in the early morning, before the first tour buses arrive.
This private five-hour tour starts between 6am and 7am — confirmed after booking based on the season and sunrise. At that hour, Fushimi Inari’s lower gates are quiet enough to hear the birds. The stone path up Inari-yama, lined with lanterns and smaller shrines, is what the photographs never quite capture.
From Fushimi the car moves to Kiyomizu-dera on the eastern hills. By the time the crowds arrive, you are already finished. The afternoon is entirely yours.
